In the summer of 2001 Gard Jones installed "Values" in the outdoor sculpture exhibition entitled: Monument.  Currated by Gary Kachadorian this exhibition was a part of the 20th Anniversary of the  festival in the City of Baltimore, known as ArtScape. The stippend for the exhibition was a maximum of $2,000.00.  It was Gard's proposal to display the stipend itself as his monument to American values.  Standing over ten feet tall the steel and concrete monument held the stipend in 200,000 pennies.

The sculpture stood on a median strip on Mount Royal Avenue across from a tavern and the art college cafe.  The $2,000.00 insided the sculpture is visible and accessible to touch.  With some deep thought, good planning, a strong back, and a commitment of time the $2,000.00 could be stolen.

The ultimate surprise was in the sculpture surviving the duration of the exhibition un-opened.  The exhibition Monuent was taken down March 25, 2002.
